This Instant Pot version is straightforward. Brown the meat and sauté the vegetables right in the cooker liner, then nest whole potatoes on a tall trivet above the filling so they steam while the meat cooks.
After pressure cooking, remove the potatoes, mash them, and finish the dish in a baking dish under the broiler for a golden top—or skip the broil and serve it as a comforting one-pot meal.

How To Serve Instant Pot Shepherd’s Pie
For a traditional presentation, transfer the meat filling to a broiler-safe casserole dish, spread the mashed potatoes on top, and use a fork to create ridges in the potato. Broil briefly until the peaks turn golden brown.
If you prefer a simpler approach, serve the mashed potatoes alongside the meat mixture straight from the pot—no broiler needed.

Instant Pot Shepherd’s Pie
Shepherd’s pie filling and potatoes cooked in the Instant Pot, finished under the broiler to brown the top for a classic look.
Ingredients
- 1 tablespoon olive oil
- 1 pound ground lamb, or beef
- 1 medium yellow onion, diced
- 1 celery rib, diced
- 1 large carrot, peeled and diced
- 1 garlic clove, minced
- 1 teaspoon kosher salt
- 1 teaspoon dried thyme
- 1/2 teaspoon freshly ground black pepper
- 1 tablespoon tomato paste
- 1 tablespoon Worcestershire sauce
- 1 cup vegetable broth
- 1 cup frozen peas
- 4 medium russet potatoes, peeled
- 1/2 cup whole milk
Instructions
- Select the Sauté setting on the Instant Pot and when the display reads HOT, add the olive oil. Add the ground lamb (or beef) and sauté until cooked through.
- Using a slotted spoon, remove the cooked meat and place it in a bowl; set aside. Reserve about a tablespoon of the fat in the liner and discard the rest.
- Add the onion, celery, carrot, garlic, and 1/2 teaspoon salt to the pot and sauté until the onion is translucent, about 4 minutes, scraping the bottom to release any browned bits.
- Stir in the thyme, pepper, tomato paste, and Worcestershire sauce. Cancel the Sauté mode.
- Return the cooked meat to the pot and add the vegetable broth and peas.
- Place a tall trivet in the pot and arrange the potatoes on the rack. If potatoes are large, cut them horizontally so they cook evenly.
- Lock the lid and set the valve to sealing. Pressure Cook/Manual on HIGH for 15 minutes.
- When cooking ends, perform a quick pressure release by slowly moving the valve to venting to release the steam.
- Carefully remove the lid and transfer the potatoes to a bowl; set aside.
- If the meat mixture is too thin, use Sauté mode to reduce excess liquid while you prepare the potatoes.
- Add the milk and 3/4 teaspoon salt to the potatoes and mash until smooth. Adjust seasoning with additional salt and pepper to taste.
- Stir 1/2 cup of the mashed potatoes into the meat mixture in the pot.
- Transfer the meat mixture to a broiler-safe 8-inch baking dish. Spread the remaining mashed potatoes on top and use a fork to make ridges.
- Broil until the potatoes are lightly browned, about 5 minutes, then serve immediately.
Notes
This dish can be served without broiling—simply serve the meat mixture alongside the mashed potatoes for an easy one-pot meal.
